With Mojo you can easily record a Voice Over for your projects, and even add subtitles to the Voice Over.

Simply press the Voice Over button in the editing bar, choose if you wish to have subtitles or not and after it is generated you can move it on your timeline to make it perfect.

Currently this tool is only available on iOS, coming to Android soon.
